Located at 42314 Ball’s Bluff Road, the park is notable as the first Town of Leesburg park to provide direct public recreational access to the Potomac River.
Veterans Park opened to the public in fall 2026 following completion of the first phase of development. Additional improvements are planned as the Town continues developing the property.

Experience the Potomac River
The Potomac River is the defining feature of Veterans Park at Ball’s Bluff. Located in northeast Leesburg, just a few miles from downtown, Veterans Park provides a point to reach the river for kayaking, canoeing, fishing, and other outdoor recreation.
A dedicated access road extends through the property toward the river, where visitors can enjoy the shoreline and launch non-motorized watercraft. The location also provides convenient opportunities for wildlife watching, photography, and experiencing a quieter, more natural side of Leesburg.
Kayaking and Canoeing
Veterans Park includes an accessible launch for non-motorized watercraft, making it possible to launch kayaks, canoes, and similar small watercraft directly into the Potomac River.
For paddlers in Leesburg and surrounding Loudoun County, the launch provides another convenient way to explore the Potomac without traveling to a more distant access point.

Hiking and the Potomac Heritage Trail
The park also provides opportunities for walking and hiking through its wooded landscape and connects visitors with trails along the Potomac River corridor.
The area is associated with the Potomac Heritage National Scenic Trail, a larger network of trails following the Potomac and connecting natural, recreational, and historic destinations throughout the region.

The combination of wooded terrain, river views, and connections to surrounding trails makes hiking one of the park’s major attractions.
Fishing at Veterans Park
Direct access to the Potomac also makes Veterans Park a new destination for recreational fishing.
The Potomac River supports numerous fish species and is a popular fishing destination throughout Northern Virginia and the Washington region.
Nature and Wildlife
A large portion of Veterans Park remains wooded and relatively undeveloped, giving the park a distinctly natural character.
Its combination of forest and Potomac River frontage provides habitat for birds and wildlife commonly found along the river corridor.
Depending on the season and time of day, visitors may see waterfowl, songbirds, raptors, deer, and other wildlife.
For visitors interested in nature photography or birdwatching, the park provides another opportunity to explore the Potomac River environment close to Leesburg.

Ball’s Bluff and Local History

A Park More Than 20 Years in the Making
Although Veterans Park opened to the public in 2026, its history as a planned public park goes back much further.
The Town of Leesburg acquired the property in 2001 with the intention of eventually developing the land for public recreational use.
The initial project represented an investment of approximately $4.2 million, with significant funding provided by Loudoun County.
The result gave Leesburg something it had not previously had within its municipal park system: direct public recreational access to the Potomac River.
